On December 21, 2021, the Administration of the President of the Kyrgyz Republic, under document number 20-5327, was instructed to execute the Action Plan compiled following the working visit of the President of the Kyrgyz Republic, S.N. Japarov, to the Jalal-Abad region on December 18-19, 2021. Specifically, the instructions were to carry out modernization activities at the oil refinery of CJSC “Kyrgyz Petroleum Company”.

Furthermore, by the decree of the Cabinet of Ministers of the Kyrgyz Republic No. 352 dated December 25, 2021, the Action Plan of the Cabinet of Ministers of the Kyrgyz Republic for the implementation of the National Development Program of the Kyrgyz Republic until 2026 was approved. Item 56 of this plan tasked the modernization of the CJSC “Kyrgyz Petroleum Company” refinery production to achieve the output of gasoline (grades AI-92, AI-95) meeting the requirements of the EAEU (K-4, K-5).

In this regard, on February 9, 2022, at the Extraordinary General Meeting of the shareholder of CJSC “Kyrgyz Petroleum Company”, JSC “Kyrgyzneftegaz”, a protocol decision was made to recommend the Board of Directors of CJSC “Kyrgyz Petroleum Company” to carry out modernization activities at the refinery.

On February 10, 2022, by the decision of the Board of Directors of CJSC “Kyrgyz Petroleum Company”, the executive body of CJSC “Kyrgyz Petroleum Company” – the President of the company was instructed to create a Working Group of relevant specialists to develop a comprehensive plan for modernizing the production at the CJSC “Kyrgyz Petroleum Company” refinery with the goal of producing products meeting the K4 and K5 requirements of the EAEU (TC) Regulation. The President of CJSC “Kyrgyz Petroleum Company” approved the Action Plan for the refinery modernization on March 31, 2022, specifying the tasks and their implementation deadlines.
